The Kirwan Commission on Innovation and Excellence in Education was a multi-year initiative to research and develop major funding and policy reforms intended to improve the quality of Maryland’s public education system. Legislation was passed in Annapolis that requires local action. Specifically, the Board of County Commissioners (BOCC) and Calvert County Board of Education (BOE) are to appoint a local Implementation Coordinator (the “Blueprint for Maryland’s Future”) for each fiscal year 2022 through 2026.
Additionally, the BOCC and BOE agreed to appoint a Calvert County Blueprint Implementation Committee. It was decided that the Committee would have a membership that represents the citizens, teachers, and educational support staff.
The enclosed Joint Resolution reflects the composition and responsibilities of the Calvert County Blueprint Implementation Committee discussed and agreed upon with the Board of Education. Interested stakeholders will have a meaningful role in defining key milestones to be achieved for each year of the implementation period.
The BOCC was asked to consider and, if appropriate, approve and sign the enclosed Joint Resolution naming Kevin Michael as the local implementation coordinator and establishing the Calvert County Blueprint Implementation Committee. Kevin Michael is the Director of Procurement and Resource Management for Calvert County Public Schools.
