Delivers on Promise to Overhaul Board of Directors Following Revelations of Self-Dealing
Governor Larry Hogan today announced the appointment of new members to the University of Maryland Medical System (UMMS) Board of Directors. These appointments deliver on the governor’s promise to overhaul the board in response to revelations of self-dealing and wrongdoing, and build on his enactment of major reforms of the way UMMS operates.
“Bipartisan reforms to fix the problems at UMMS were a good first step, but I said that—still—more needed to be done,” Governor Hogan said. “I pledged that I would appoint new board members who will serve with integrity and accountability, and today, I am delivering on that promise. This is another critical step as UMMS works to restore public trust.”
The following UMMS appointees, listed in alphabetical order, are expected to be in place by July 1:
Elisa Basnight currently serves as senior vice president of supply chain for the American Red Cross. She previously served as chief of staff for the United States Mint under the Obama administration, as well as head of the Center for Women Veterans at the Department of Veterans Affairs. She has also served as executive vice president for StrategyServ in Upper Marlboro and senior vice president of Health Net Federal Services for the Centene Corporation.
Kathleen A. Birrane has been part of the Insurance Sector and the Litigation Practice Group at DLA Piper since 2012, specializing in insurance and reinsurance transactional and regulatory compliance matters. She previously served as a senior vice president of MLF Financial Group Companies and Principal Counsel to the Maryland Insurance Administration for the Office of the Attorney General.
Dr. Joseph A. Ciotola, Jr. currently serves as health officer for the Queen Anne’s County Department of Health and medical director for the Queen Anne’s County Department of Emergency Services, where he established the Mobile Integrated Community Health Program to provide resources and support to local residents. His extensive medical experience includes serving as director of Adult Orthopedic Outpatient Services at the James Lawrence Kernan Hospital in Baltimore for over two decades and as an orthopedic consulting physician for the Baltimore Ravens.
Matthew Clark will serve as Governor Hogan’s designee on the Board of the University of Maryland Medical System. He is currently the chief of staff to Governor Hogan and was previously the governor’s director of communications.
Wanda Queen Draper served as the executive director and as a member of the founding board of the Reginald F. Lewis Museum of Maryland African American History and Culture in Baltimore. Prior to these roles, Mrs. Draper provided leadership in many prominent executive communications positions, including director of programming and public affairs for WBAL-TV 11, director of community affairs and visitor services for the National Aquarium in Baltimore, and director of public information and community affairs for the Office of the Governor of Maryland.
Jason Frankl has served as the senior managing director of FTI Consulting, Inc. since 2007, where he is a recognized expert in the areas of compliance and corporate governance, notably to dozens of pharmaceutical, biotech, medical device, and healthcare services companies. He has significant experience leading investigations and regulatory inquiries on behalf of large institutions and global corporations. Prior to joining FTI Consulting, Mr. Frankl served as Counsel with the NASDAQ Stock Market.
Glenn T. Harrell retired as Senior Judge of the Court of Appeals of Maryland in 2015, after 16 years representing the 4th Appellate Circuit and previously serving as a judge on the Court of Special Appeals of Maryland. From 2004 to 2009, he was a member of the board of directors for the Advanced Science and Technology Adjudication Resource Project (ASTAR), which trained judges to manage litigation involving bioscience and biotechnology. In 2009, he was designated ASTAR Senior Fellow, only one of two persons recognized nationally.
RADM Joyce M. Johnson, DO, MA USPHS (ret.) is a physician with extensive senior public health leadership experience in both civilian and military sectors, having served as a clinical and adjunct professor at Georgetown University, surgeon general in the U.S. Coast Guard, and in senior scientific and management positions with the Food and Drug Administration and the Substance Abuse and Mental Health Services Administration. She recently served on the Commission on Care and the Advisory Committee for the Department of Veterans Affairs.
Bonnie Phipps serves as senior vice president and group operating executive for Ascension Health, leading the largest Catholic Health System in the United States in various leadership roles for more than 11 years, including almost a decade as CEO at Saint Agnes HealthCare in Baltimore. Ms. Phipps has also served previously as president and CEO of health systems such as Saint Joseph’s Health System, St. Agnes Healthcare, and PROMINA Health System, Inc. She has extensive national experience as a member of the Healthcare Financial Management Association, including serving a term as its chairman.
Joseph T. N. Suarez has served since 2004 as director and executive advisor for community partnerships with Booz Allen Hamilton. Previously, Mr. Suarez served as deputy director of operations for the Smithsonian National Air and Space Museum, managing partner at Advanced Managing Group, and acting general manager of the Donor Marketing Division for the American Red Cross.
John T. Williams is chairman and CEO of Jamison Door Company headquartered in Hagerstown. Previously, Mr. Williams led multiple television and newspaper companies to financial success through his positions as president and CEO of Gray Communications Systems, Inc., president and COO of Garden State Newspapers, and treasurer and vice president of Harte-Hanks Community Newspapers.
Governor Hogan will make additional appointments in the coming months, consistent with the bipartisan legislation he enacted in April.
