Lt. Governor Boyd K. Rutherford Delivers Keynote Address for Herbert J. Hoelter Vocational Training Center Commencement Ceremony
National Center on Institutions and Alternatives Program Includes 15 EARN Maryland Grant Recipient
Lt. Governor Boyd K. Rutherford delivered the keynote address for the commencement ceremony of the Herbert J. Hoelter Vocational Training Center, a program by the National Center on Institutions and Alternatives (NCIA). Lt. Governor Rutherford was joined by NCIA Co-founder and CEO, Herbert Hoelter, for whom the center is named; NCIA Executive Director Gary Antonino; and Vice President of Maryland Programs for Volunteers of America, Dr. Sheryl Neverson.
“It’s an honor to celebrate the accomplishments of the men and women here today graduating from the Herbert J. Hoelter Vocational Training Center,” Lt. Governor Rutherford said. “All of you now have the knowledge and the tools you need to truly make a difference in your own lives, in the lives of your friends and family, and here in Baltimore. You are leading the way, and setting the example for even more graduates to be successful.”
“It is a great honor for us to have the State of Maryland recognize our efforts in impacting hundreds of lives in an area that has excessively high rates of unemployment, poverty, and recidivism,” said Herbert Hoelter. “We thank Lt. Governor Rutherford for attending and we look forward to the continued success of our program.”
The Herbert J. Hoelter Vocational Training Center is located in East Baltimore and seeks to provide job training and licensing for veterans and citizens returning from incarceration. Fifteen of the program’s 72 graduates participated in the program through EARN Maryland, an innovative, state-funded workforce development grant program that provides individuals with in-demand skills needed to compete in a 21st century economy. Each program runs for 13 weeks, with the goal of securing employment for participants prior to graduation. Today’s graduates earned certifications of completion for automotive, HVAC, or CDL Class B licensing.
